Baia Mare has no budget options except for homestays, which must be booked in advance through Mara Holidays (Tel. +40 (0) 262 226 656; office at hotelmara dot ro), an agent for Antrec, who can arrange rooms in private homes in the region for about 15-20 euros per night, including a home-cooked breakfast.
